Construction Accounting in NetSuite: What Already Works in Germany Today

27 October 2026 · prompted by Oracle's SuiteWorld announcement

At SuiteWorld in Las Vegas on 26 October 2026, Oracle NetSuite announced its own solution for the construction industry: “NetSuite for Construction Businesses”, AI-powered, with a limited US rollout first — there is no date for Europe. For construction firms here, the more relevant question is therefore a different one: what can already be modelled cleanly in NetSuite today? More than many expect — and without waiting for a new module.

What already works today

The mechanics that decide cash flow in construction — job costs, change orders, progress invoices, retention, the valuation of unfinished work — are either NetSuite standard or a matter of configuration and targeted customisation. This is how we deploy it for construction firms:

StandardJob costs per cost code

Projects with budget, commitments from purchase orders and actuals from purchasing, materials and time tracking — per trade or cost code.

ConfigurationChange orders

Approved change orders as budget revisions with their own status and history — and automatically part of the next progress invoice.

Standard + templateProgress and final invoices under VOB/B

Progress billing based on verified work (sec. 16 VOB/B), cumulative presentation, final invoice with measured quantities — as a dedicated invoice template.

CustomisationRetention

Performance and warranty retention (typically 5–10 %) as dedicated line items with their own due date — visible until final payment, not buried in receivables.

StandardSec. 13b VAT Act — reverse charge

Reverse charge for construction services between construction firms via tax codes — correct on both the input and output side of the VAT return.

SuiteApp + configurationConstruction withholding tax

15 % withheld under sec. 48 Income Tax Act in the payment run, controlled by the exemption certificate on the vendor — with expiry date.

ReportingWIP and over-/under-billing

Earned versus billed work per project from the ledger data — shows which project is only profitable on paper.

OneWorldSeveral entities and joint ventures

Projects across subsidiaries, intercompany charging, a consolidated project view — DATEV hand-over and e-invoicing compliance included.

Job costs, change orders, WIP — that runs in NetSuite today. Without waiting for a new module.

Getting there in four steps

  1. Define the project structure: which cost codes, which trades, which budget level? The cost scheme decides every later report.
  2. Check the tax setup: reverse-charge tax codes, withholding tax with exemption certificates, VAT return — right once, then automatic.
  3. Build the billing: progress invoices based on verified work, retention as line items, change orders connected, invoice template per VOB/B.
  4. Set up the WIP view: over- and under-billing per project from the ledger data — monthly, not only at the final invoice.

What we bring: the finance setup in NetSuite OneWorld for construction firms — job costs, progress billing under VOB/B, retention, reverse charge and withholding tax, WIP reporting, DATEV hand-over and e-invoicing compliance from one source. If Oracle's construction solution ever reaches Europe, the data foundation is already clean.

Frequently asked

Can NetSuite do progress invoices under VOB/B?

Yes. Progress billing based on verified work is standard; the VOB/B-style presentation — cumulative work, previous instalments, retention, change orders, final invoice with measured quantities — comes from a dedicated invoice template and the connection of change orders.

How do I model retention?

As dedicated line items with their own due date: the retention stays visible as an open receivable until acceptance or the warranty period makes it due, instead of disappearing into the regular receivables list. That is customisation, not a standard switch — but it matches the contract.

How do reverse charge and withholding tax run in NetSuite?

The reverse charge runs via tax codes and lands correctly in the VAT return. The construction withholding tax under sec. 48 Income Tax Act is withheld in the payment run, controlled by the vendor's exemption certificate including its expiry date — without one, 15 % is withheld.

Will Oracle's new construction solution come to Europe?

Oracle speaks of a limited US rollout first and broader availability later, with no date for Europe and under its usual future-product disclaimer. Waiting for it is not worth it — the mechanics can be modelled today, and a clean project and tax structure is the prerequisite for any later module anyway.
